What is the best and *free* way to submit sites to search engines? How good
is the free submission that the web hosting companies offer?

Have a look at the articles I have here for Search Engine Optimisation.

Submit to the dmoz directory first  - pick a relevant category and submit.
Don't just submit to any category or too many, otherwise you may be banned
for spamming.  There is a list  at the above link for various SEs and submit
links that will help you as well.

Free submissions are more or less useless. Even submissions you pay for
commonly are. Because many of the important search engiines are charging
nowadays. My recollection might not be exactly correct, but I believe
Yahoo and Google have free options while MSN, HotBot, Lycos, Alltheweb,
Looksmart, AltaVista, etc will charge you. Or something like that. (But
don't worry: Sooner or later, the  SEs that are chargning will probably
include your site anyway)

Further on, "free" submission services will send your site to
"thousands" of SEs that virtually no one is using, that usually grabs
their results from e.g. Google anyway, and that might not be search
engines at all, but some obscure sites that collects links or works like
mailing lists.

Your chance to do this for free is to submit manually (by own hands) to
Yahoo, Google and any other that are free. Then find a couple of
categories in www.dmoz.org that fits. Continue to search for other
directories that are suitable, e.g. local phone directories, business
directories, etc, submit your site there.

Bear in mind that it might take several months before your site will
show up everywhere, though, and that there are no guarantees that every
SE will include it.

One of the worst aspects of "free submissions" is the 'free email" you start
receiving from every unheard of search engine and site monitoring "service"
in the known web universe.

These techniques were prevalent on Google, and Yahoo where several companies claimed to submit your website to 100000 websites. Shortly after 2005, ther e was a major change in Google, Yahoo and other search engines. These search engines are equipped with search filters which can detect artif icial inflation in back links. These search engines are currently penalizing those websites which indulge in automated link building programs/services
