navigation bar properties

I upgraded from 98 to 2003. I cannot access the Navigation Bar Properties in
 the format menu. (nor anywhere else) I cannot add it fromt the customize me
nu either. I could not modify the nav bars in 98 either.

Any suggestions (and not personal arguments) would be appreciated.

I haven't yet got my 2003 material ready but the 2003 nav bars are similar
to 2002 so refer to http://www.davidbartosik.com/pub2002/pub2002_14.htm
which covers managing nav bars.
If you just want to add a new one to a blank page you'll find them under the
design gallery under the Insert menu.

Thanks for that info. It helped out my understanding of the way the nav bar 
references pages.

I take it you are not too sure why I cannot add the Nav Bar Properties to th
e Format Pulldown.

I cannot find where to modify my links. I have a different secondary navigat
ion bar made from adding hyperlinks to text and this "built" nav bar shows u
p on only a few of the pages. When I apply a hyperlink to the text, it under
lines and changes to a colo
r I don't want. How do I modify this? It's like a style for links. I looked 
through your site and didn't find anything, maybe I missed it.

I don't understand the question in the 2nd sentence.

As for color styles on links that is under format, background, custom.

To clarify part of my original question: I do not have access to the Navigat
ion Bar Properties that is supposed to be located under the Format pulldown.
 The button is not there. Furthermore, I cannot add it to the pulldown by go
ing to Tools, Customize, Co
mmands,Format.(to customize toolbars).

To anyone reading along and following this question:

The reason I could neither see nor add the navigation bar properties button 
to Format pulldown is because I had somehow corrupt the navigation bar in my
 document. Publisher was not recognizing it as a navigation bar. I deleted i
t, made a new one (since I
now understand the way they reference pages thanks to David Bartosic's site http:/
/www.davidbartosik.com/), then the button showed up on the Format pulldown. 
And all the ones I added trying to get it on there in the first place were t
here too.

Nowhere I looked did it tell me that a navigation bar must be actively in a 
document for the navigation bar properties button to even show up.
