Is there a tool that will allow my publisher website to interact with a data
base - preferably access and preferably a tool that doesn't require any know
ledge of coding!

No Publisher does not have database support. That is pointed out at http://office.

A database driven site requires a platform on the server such as asp.net or 
content management server or sharepoint.
FrontPage has support for these.
