Then how does eBay locate offenders?

Many people here tend to feel that websites cannot get any information
about you that you didn't give yourself. I am just curious, in that
case, how do organizations like eBay catch people who have been banned
and re-register?

They can use the information that you gave yourself (IP addresss,
cookies, User-Agent strings etc).

If they ban a particular username and then someone registers a new
username with a cookie from their old username still set or from
the same IP address it will flag up a warning. They might then look
to see if the new user is trying to sell the same items etc.

I suspect it is normally other eBay users who spot something suspicious
and warn eBay.
