Illy 9.0.2 export to TIFF

Wondering why when I exported an Illy file (2 linked raster images within)
to TIFF it came out +20MB; and when I opened it in PS; it was flat (or, it
was the backgroun layer); and I resaved it, it went down to 8MB. Same
resolution, dimensions, etc. Did the Illy 9 export come out so large because
it was saving layers info or what?
