What is the preferred method of smudging portions of images, thereby
hiding non-public info?

When I don't want the World War II Censor appearance, I like a heavy
blur. Duplicate the layer, apply a heavy Gaussian blur to the bottom
layer, then use a soft eraser brush on the top layer to remove the
sharp text and reveal the blur.
