CSS OPTIONS WILL NOT SHOW UNDER PAGE PROPERTIES

Hello, I am working on a page and now when ever i go to "page properties" it
doesnt show the option for "Roll Over link" Or options where i can choose to
have a link underlined or not underlined. Those  options are gone can anyone
please tell me what to do or help me fix this problem? Thank You!
