Google for "photoshop vignette tutorial". There's an action for it in
more recent versions of Photoshop.

draw a selection with the marquee tool
to make a circle hold shift key or choose options for a fixed sized circle
in the drop down
If the image is a background unlock by double clicking
make a new layer
fill with the color you like
select feather to get soft edge on selection
select inverse>edit >clear

Or do the above, but use the Selection (mask), as a Layer Mask for your imag
e
Layer. This will allow you to go back a tweak the mask to change its size,
Feather, etc. and will also allow you to experiment with the color of the
background (not the Background in italics) color. Save_As PSD, then Flatten 
&
Save_As whatever you need.
