You will probably have to give a lot more information to get any
useable information.
What version of Illustrator?
What operating system?
What exactly are you working on?
Object types and descriptions
File size?
What exactly are you trying to do when it seems to freeze?

Is the program doing something every 20 seconds? Like saving a version of
the file that you are working on to the hard disk?

Are you using your hard disk as memory?

Check your computer for adware, spyware and trojans and get rid of them. The
first time I got infested with these, I noticed problems with Illustrator
before it showed up elsewhere.
Trash preferences and reboot.
Clean up your hard drive, especially deleting temp files.

I got Illustrator 10 and Windows XP
It happens no matter what I do.
I think it must be something about saving on the hardisk.

I tried to change my workdisk to "C"
but nothing changed for the better.

I think you may have missed Laura's most important advise.
Trash your Illustrator Preferences:
