If I remember right, BBEdit's Formatting tool is based on Dave Raggett's
"HTML Tidy". You can find it here:

One of the downloads mentioned there is a Win32 GUI, although I don't know
about any details concerning that - whether it's one-at-a-time or batch
mode, etc.
