Yeah, but Filter>Blur>Smart Blur with Mode set to Edge Only
might help to get started. Use a high radius and threshold.

If you do a lot of it, then Adobe Streamline is a great start. (I've
finally reconciled myself to that tool. :) )

Wait. Very sorry, but I posted that late. Streamline is quite hard to use
and not very good for what you want considering the terms of your needs. You
will spend an inordinate of time tuning the scan, then post-manipulation of
vector graphics.  Warren Sarle's suggestion and the others are, IMHO, better
starting places.

A trial version of Streamline should still be at www.adobe.com, should you
wish to try it for yourself. (I do use it, but am not ready to tutor someone
yet.)

One fast way: Use Artistic>Poster Edges then select the outline that is
produced with Magic Wand and Contiguous unchecked. Inverse and delete
the color. You might also run Cutout first to simplify the color areas.

Here is a great tutorial on how to use the High Pass Filter. It does a great
job of outlining an image.
