After I use an Effect or Filter it keeps drawing with that Effect/filter

Hello:

I draw a shape and then apply an effect or a Filter.

Then I'm finished making that shape.

So I go onto making my next shape BUT.. it applies the same effect or
filter to my 2nd shape I'm drawing, that I just applied to the previous
(1st) shape I already made.

I have to go into APPEARANCE menu, and throw away the Effects/Filter
that I used on previous shapes, before I can go to my next shape, and
start drawing that. Other wise it will apply the effects/filters to the
2nd shape, that I already used on the 1st shape.

How can I make it so that Illustrator won't apply the effect/Filter to
everything I draw after using it once?

Is there a setting (like in preferences or something) where I can do
something so that it applies effects/filters only to what I want it on,
and not everyhting after that?

I don't remember it doing that in Illustrator, 8.0, and 9.0 why is it
doing it in Illustrator CS? Am I having a "glitch" or a "bug" or is
Illustrator supposed to do that now. It seems stupid to me.

In the apperance palette, click - New objects has basic apperance
