Web Page Preview Question

When I look at the web page preview, the header on my first page loads in
sections.  It is made up of 3 sections, and each one loads after the other.
I have the same header on all other pages and it does not do this with those
pages.  Should I be concerned about this or does this just happen when the
preview page is turned on?  Thank you.

Look at the image files that publisher created. See if you have an image
that is the full header and if some images are pieces of the header. It
could be that on the first page Publisher broke it into separate files and
on other pages did not. Or it could be that you view the first page first
which loads the image files and then you have them cached when you go to the
next pages.
