Ok, I read about a dozen books on CSS and built about 6 sites using it.
This is the first time I'm trying to figure out this procedure though.
Hopefully someone has done this before...

Is it possible to set an image using CSS?  And no, I don't mean a background
image.

I don't care about the agruements for or against the idea.  I'm just putzing
around in CSS and want to figure out if it can be done...not whether it
makes sense.

No. If you don't want a background image you have to use HTML and the
img-element.
