Would like to know how to handle plugins I have downloaded. Where do I put
them, how to get them there, and how to access when I want to use?

It depends on the plugin. Some have installers. Most go into the plugin
folder in Photoshop, but some do not. Most come with ReadMe files that
tell you where they should go or how to install.

I am sure that within the next 36 hours or so there will appear a wonderful
link for a plugin that will master lugins

I agree, I have never downloaded any plugin that did not tell what to
do, no matter how simple or complicated.
