I have been supporting Publisher webs here since version 2000. I have been
posting and writing about browser compatibility issues and differences
between the pub versions for years.
Version 2000 with it's target browser option set to the lowest setting will
output a fairly clean html that enjoys wide browser support. As of version
2002 it became difficult to support the NS browser.

Based on your previous posts I can only say that I strongly recommend you
not use Publisher for professional design for clients. That's not what the
product is designed for and it's not fair to a client.
