How to indicate a webpage has changed?

Browser is set to refresh only if the site has changed.  What is browser
using to verify the change?  I'm building a site using MS Publisher and have
changed my Homepage.
The browser still displays what is in the local cache.

That's a question for the browser forum. All I can tell you is to just
delete the cache.
