Use the pen tool, which lays down a series of points to make smooth curves.
The points have "handles" that come out to control the segments between
points, which gives you complete control of the resulting curve.
The key thing to remember is to "click, hold, and drag" when you make a
point, which causes the handles to extend outward from the point. If you
just click and release to make a point, you will not get any handles.

If you intend for them to stay in Vector format, AI definitely. In PS, the P

and then Stroke, but the result will be Rasterized and you will experience
some jaggies. Practice with the Pen, in either program, will benefit you, as
it does not work in the linear fashion as a Pencil, or paint Brush, because
the Path that it creates is a mathmatical function, not a pixel related one.
