Text Moves Down with browser

I am trying to make some text that says "Back to Top" move down with the vie
wer
as the scroll down the webpage. I tried using the Persistent Layer, but I do
n't
want it to float around. The Persistent layer winds up on top of some ot the
text. Any ideas?
