No, it's not possible with CSS.  But it is more than possible with Library
items, Templates or Server-side includes.  I recommend you give
consideration to the latter two.

Of course, you can style the menu with CSS any way you want, but the menu's
structure must be created in HTML.  As long as you keep the contents of the
menu in the HTML it will be SE friendly.  It's when you start embedding the
menu's contents in javascript that you get into SE trouble.
