how do you delete a background in dreamweaver?  I have a psd file with blend
 modes and filters.  I want to delete the background.

DW is a html editor. You can't use it as an image editor.

In Photoshop, click the eye in the layer(s) you want "deleted" to make
it/them invisible. Then do "save for web". In the (big) window that
opens, select gif, transparency and the matte you need, plus whichever
settings you prefer, then save.
