Help with Netscape 4 please

Hi all

I'm trying to do a toolbar horizontally using <ul> and <li> for the
individual items. It needs to have form elements though, like <inout
type="submit"...> instead of the more usual <a href""...> links. In
Netscape 4, it does an odd stepped thing, which I don't understand. Can
anyone suggest a workaround for NN4 for this please?
