I doubt that it does anything, although it would seem that it may behave
similarly to the Base element, setting the target for all links on a
page, especially a page within a frameset.

It may be a way of preventing others to include it in their frameset.
Well, not preventing, but any link to open in the full browser,
instead of inside a possible thief's frameset.

Nah, that's something that Nvu or Mozilla chewed up and spit back out. It's
reformatting on "open file" mode crap, definitely looks just like something
mozilla would do. I've recently noted that if a site has no html subfolders,
it won't chop things up like that.
