Author Branching based on File's Image Information

Has someone already written a script which makes a decision on how to
process a file based on Rating or some other field in Image Information?
This would be useful when running the script on large numbers of photos.

I would like to use Rating to sort large numbers of photos into two groups:
marginal photos that I want to resize to a small size to save space (rated
Three stars or less), and good photos which I want to keep at high
resolution (rated Four or Five stars). It would be helpful to batch
process a whole directory, resizing only the photos rated Three stars or
less.

The way I handle this now is to use Windows Explorer to move the good photos
to a temporary folder, run a batch script to resize left in the original
folder, then copy the good photos back. This method works, but can be error
prone.
