Not sure if this is the answer they're looking for, but according to good
ol' Wikipedia "[spandex] was invented in 1959 by Dupont chemist Joseph
Shivers".

Here's a nifty piece of trivia, too: it "can be stretched over 500% without
breaking". Couple that with it being "abrasion resistant" and I think we've
described our favorite veggie pretty well. ;)

In which year did everyone go mad about spandex?

Clue: More importantly in this year New Scientist reported on the
emerging BSE crisis that faced Britain.

I'm going to assuming BSE means bovine spongiform encephalopathy
and not breast self examination, which has yet to reach crisis
proportions. I believe BSE was officially diagnosed for the first
time in the UK in 1986. Spandex as visible fashion dates from
the mid to late eighties I think, though the movie Flashdance was
from 1983 and fairly spandexy. It's hard to know how far ahead
of the curve the New Scientist might be or what their definition
of "everyone" is, so I'll guess the year in question was somewhere
in the 1983-1987 time frame.

What is perhaps more interesting is that combining the terms "bse"
and "spandex" produces 3,750 hits on Google. More astonishingly
combining "bovine spongiform encephalopathy" with "spandex" still
produces 121 hits. It comes as a relief that "spandex" and
"flashdance" combine for 11,900 hits. I was beginning to think
there were some really strange people in the world.

And here's an interesting tidbit about spandex from 1989:

"So valuable is DuPont's spandex technology that it was the subject
of an extortion attempt 10 years ago. Five DuPont employees, all
from DuPont's Lycra spandex plant in Mercedes, Argentina, tried to
play a fast-and-loose game. They stole proprietary production
technology documents and attempted to extract $10 million from
DuPont for their safe return. After a globe-trotting chase that
included stops in Wilmington, Del.; Milan, Italy; and Geneva,
Switzerland, the Federal Bureau of Investigation and Swiss police
finally staged a sting to exchange a bogus check for the documents.
The operation went awry, but the Swiss police ended up nabbing the
extortionists on the rebound in a Geneva parking lot."
