Not sure if this is the best place for Animation Shop questions. If not please tell me where.

I have created 3 frames with different text.
The color is red with transparent background.

I added transition effects between the frames and when I play it it looks great.

After optimization (using max colors (255) and large file setting) the final GIF text is blotchy and very ill-defined.
In other words not easily readable and effectively cannot be used on my website.

I think the limit of 255 colors is the problem.

Any ideas?

That may be the problem. The way you optimized may be the problem
too. Try Optimized Octree for creating the palette and not any of
the other choices, especially not Standard Palette or Browser Palette.
If your image content is photographic or has gradients try using
Error Diffusion. Otherwise use Nearest Color. You will find all these
settings under File > Optimization Wizard > Customize button. On the
Optimizations tab leave Enable Browser-Specific Optimizations
unchecked.
