It's often the case when using flash on something close to the
camera that it is hard to get the exposure right. In this case
the fur of the cat is over-exposed and detail has been lost.
Fortunately the loss is not complete so you can recover a good
part of the detail using these steps:

1. Select the non-frame part of the image.
2. Histogram Adjustment. Press Reset. Set Output Max to 235. This
makes the brightest part of the cat a very light grey instead
of pure white.
3. Run Clarify at a PSP 9 setting of 5 twice.
4. Hue/Saturation/Lightness. Press Reset. Set Saturation to +20.
5. Selections > Select None.

If you want a less intense effect use a setting of 245 in step 2
and run Clarify at 5 only once. The result is attached. See if you
like it. Of course the best way to do this would be to apply the
steps before adding the text and frame.
