I came across this interesting effect at this address:
http://www.innographx.com/forum/viewtopic.php?t=4752
The author uses PSP (doesn't say which version), and mentions the
following step:
"15. Run the Brush Strokes/Angled Strokes filter: Direction Balance=100;
Stroke Length=49; Sharpness=10."
What is this? I see Brush Strokes under Effects>Art Media Effects, but
when the dialog box opens there is nothing that matches the
instructions. Are Brush Strokes/Angled Strokes a plug in?........
Well, well, the author seems confused. While saying this is a PSP
technique, PS7 has a brush strokes/angled strokes filter. So, what, if
any, is the equivalent in PSP?? Or is there any?

I don't know for a certainty, but the filter in question may actually be a
PS 5 native filter that works in PSP. I don't have PS 5 installed, and I'm
not inclined to do so just to test it, but that's my best guess.

I did a little searching and it looks like it is something in Photoshop, not
PSP.

I think it was in PS 5.5 the last Photo shop filters that could be used in
PSP. note these belong to adobe and some think as there *bf they can freely
distribute them.
Not quiet the same but you might get something from a few layers and
selection using the artistic effect > Halftone set to line
Its not that far from Ron's Train via colour pencil off a week or so back.
