To get this effect. We do not have the polar filter. Sure hope so. The rest
of the instructions can do in PSP

It's not a "polar filter". It's a "Polar Coordinate(s) Filter". And
you do have it if you own PSP 9 or later. Try Effects > Distortion >
Polar Coordinates.

Polar coordinates is under effects/distortion.
