cancel my last two posts.
the image I was working on appears to have become corrupted. Other images
are working fine

Make sure that there are no selections in the suspected corrupt image.
(Selections/Select none) in case you might have your marquee turned off or a
tiny selection that you didn't notice. Then try using the tool.
