But does the folder that the key points to exist? Is it accessible (with
full permissions) from the user account that you're running PSP 9 from?

Hard to say... I've never heard of anyone getting this error with any
version of PSP. Probably you can get rid of the error, which is a
Microsoft installer error not a PSP error, by deleting your current
desktop and Start menu shortcuts and making new ones which point
directly to the PSP 9 executable file (usually "C:\Program Files\Jasc
Software Inc\Paint Shop Pro 9\Paint Shop Pro 9.exe"), and then using the
new shortcuts to start PSP.
Most importantly, does PSP 9 run OK? If so, then I'd just forget about
it. Life is too short to worry about error messages that aren't
associated with a problem... Windows likes error messages - Microsoft
Installer likes them even more.
