It certainley looks as if the frames are selcted But try Select all again
then see if you can export the frames

I tried it again with several animated gifs after selecting all frames. Still
grayed out.

Yes, tried ti with PSP 9 running and not running. Stayed grayed out.

I reinstalled both PSP and Animation Shop using the repair option.

That fixed the problem.

Should have done this first, but, at the time, it didn't occur to me.
