Was doing a tut and it said to color to Target and then to colorize the
dress using right click background color, I found the brush that said Change
to Target but could not get any further, how do you go about doing this ?

It's very odd to paint with the background color using the right
mouse button but it can be done.

Here's the usual way, with a few practical extras. First set your
Eyedropper tool to 5x5 pixel sampling or larger. Now sample a
color you want to paint with. Use the left mouse button to put the
sample in the foreground swatch and the right mouse button to put
it in the background swatch. You can sample either with the
Eyedropper tool or by holding Ctrl and clicking with a brush tool.
The latter will use the sample region set for the Eyedropper as
well. Using a larger sample region limits the effect of noise
when sampling color from a photo. Don't forget to reset your
Eyedropper tool to a 1-pixel sample when you are done.

Once you have a color sample in the Material Palette, colorize as
follows. Choose the Change to Target tool and in the Tool Options
set the Mode to Color. Paint with the left mouse to use the
foreground color and with the right to use the background color.
What the brush does in Color mode is to use the lightness of the
image but to take the hue and saturation of the color swatch.
That way you can change colors or colorize greyscale images.

There are some limits. You can't colorize pure black or white since
there is no color with a particular hue that is as dark or as bright.
To colorize those special colors you must first lighten one and
darken the other. Dodge, Burn and Lightness Up/Down brushes will
do that if you need it.
