When I try to copy and paste I get a message that says "Clipboard does not
contain any data." Why do I get that message?

Take it at its word. Either the clipboard is empty or it contains
something not understood by whatever you are trying to paste it
into. Would you care to elaborate on what you copy, how you copy it,
and where you want to paste it?
