Hi All,
I'm a new PSP9 user, and have a couple of basic questions about
manipulating a picture to place on a website. I'd like to remove the
background from the picture, and then create a faded "mirror-image"
below the picture. Can anyone give me some pointers where to start?

I'd start with two Help topics and follow up with an essay.
Help > Raster Painting > Using the Background Eraser Tool
Help > Editing Images > Flipping and Mirroring Images

Either select what you don't want and delete it or erase what you
don't want.
