Can any of you gurus tell me how I need to proceed if I want to learn
how to work with and design websites based on a CMS?

I have no problem with graphics, html, CSS, Flash and have been
designing webistes using these basics, plus some javascripts. But I'd
like to know if I need to work with a CMS, what do I have to learn, and
the best ways and steps to go about it.

Which CMS should I use? I am thinking of Drupal - any constructive
comments appreciated

I learn pretty quickly, but currently have no programming background. I
know the basics of databases, but not very in-depth.

I can see that maybe I need to know PHP, but I need some advise as to
where to start, which books or sites to go to, basically the steps I
should take to get me there.

I think the guideline for this is - what I need to know to be able to
design websites that are database driven, and other non-designers can
use the CMS to update content after I've produced the site.

Some people may say that I should be taken a course or something. I
know that's one thing I can do. But I am used to learning from books
and doing. So those are the routes I will take since I am not in a
position to take any courses.

I would advice you to learn PHP (php.net).
Also have a look at http://opensourcecms.com/ and
http://www.cmsmatrix.org/
