It looks like I have finally resolved this issue, but I would like to
document it so that others don't have the same difficulty trying to
track down this problem.

The symptoms were that when editing a frameset with Macromedia
Contribute 3 on a Windows machine, the choose frame dialog box would
never open and Contribute would enter edit mode with all the frames
still on the screen.

It turns out after a lot of troubleshooting that the culprit that was
causing this was actually a setting for McAfee VirusScan Enterprise 8i.
By turning off the option to "Enable buffer overflow protection" this
problem completely vanishes.
