Author Formattable photo emails?

I understand that there is a limited amount of stuff you can do with
formatted emails (or that used to be the case anyway...) because the result
is somewhat dependent on the recipient's software, resolution, ISP etc. but
can anyone direct me towards the easiest way to make an email with some
formatable text, a smallish .jpg picture or two and possibly some control
over layout. I definitely would want to be able to insert identifying text
below each picture...

For those friends and family of mine who can receive it, I would like this
e-mailer to just apear in their inboxes as graphics without having to click
on anything or open attachments etc. I know these infernal spammers do it
all the time with pretty sophticated graphics and animation but don't know
if their authoring methods and tools are complicated/sophisticated or
whether there is some simple methods to employ if I was not looking for
"over-the-top" graphics and don't need an enourmous amount of formatting
control or professional level skills.

I am woefully ignorant of the advancements in this area. I can work with
either the mac or PC platform and happen to have a copy of Adobe GoLive 7
(if that would be useful...) although I have never used it. All tips will
be appreciated.
