Author Search for content management system

Hi all,

Does anyone know of a content management system that provides the following
combination of features (apart from the normal document management feature)
and
falls within a budget of up to £10,000:

- internet and intranet access
- News
- discussion forum
- Search engine that searches the website. Are there any products that
integrate intranet and internet searches?
- translation support with split-screens. Are there any products that have
automatic translation, i.e, without the need for human translators?
- ability to isolate certain parts of the website from the public, or some
user
groups.
- ability to link in mapping applications such as ArcView GIS (geographical
information system)
- archiving
- versioning
- workflow
- e-mail storage

I think a lot of companies will develop a custom CMS for you for this
amount of money. If you live in the Netherlands I would do it for you.
Just ask some companies.
