The "normal" way of administrating a website is by using a Content Management system.

However this way all uploads are channeled through the central web admin who has to collect new
articles from other, contributing members and to paste them into the general layout.

However I could imagine that there is a more direct way.

I am thinking about an upload agent script running on the web erver which receives new (unformatted)
articles e.g. by ftp, then wraps them by the general (CSS) layout, creates a new web page
with this new stuff and make a link in the central content directory.

Is this possible?

Could someone direct me to a tools which offers such a feature or a (perl/cgi ?) script which can serve
as a sample for such a application.
