I think it might be the old dilemma of having to decide between giving the
client what he wants vs. what he needs. I have a travel site with,
methinks, more than enough photos to give a feel for the place, and yet
site visitors are always clamoring for more photos.
Mind you, my site has rather static content, and I am comfortable with
that. If your clients expect contnually fresh content on their sites, then
one option would be to continually replace the oldest photos with newer
ones (billing for this service, naturally). That way the client has fresh
content, the photo galleries never grow too large, and you have added to
your income stream.
Don't be afraid to put a fair price on what they are asking for. A client
of mine asked me to quote him a photo gallery last week, and I quoted him
$X per page of Y photos, so the more photos he wants, the more I bill.
