| Recently I installed new plugins but when I try to open them there is the
message; "cannot find....8bf".
What is wrong here and where can I find the 8bf files?

In preferences > file locations point psp to the folder that there in. If
there in sub folders just check the sub folder button. Do not check the
button and point to the sub folders as well or the will not show, its one or
the other.
If they are showing in the Effects > plugins list but do not work then look
where you installed them to make sure there are 8 bf files.
The big problem is that not all plugins are adobe "compatible" some are
written using a later SDK that works only with Photoshop 6 upwards.

Plugin dill is only needed if you are using Adobes filters and dont have an
Adobe product.
It might mean that the user has installed some filter factory files and need
plugin commander light.
It might mean a lot of things, but without some confirmation about just what
it is we can only guess at help.
