Select the part of the image that you want black and fill with black invert
selection and fill with white

Try Image>Decrease Color Depth>2 Colors.

Use the "Threshold" command, either directly on the photo (Adjust >
Brightness and Contrast > Threshold) of via an adjustment layer (Layers >
New Adjustment Layer > Threshold).
