That sounds like you are using the Eraser tool on a raster image
consisting of a Background layer, which does not support
transparency. Layers > Promote to Layer will make it a full layer,
which lets the Eraser do its job.

What will fill the holes that the Eraser leaves? Will you slide
another layer underneath to show through them? Or do you intend to
replace the text with scenery?

no i just want to remove the text from a english cover and replace that with
the dutch text but without removing the background (the image from the cover
it self)

The Text is part of that background, there is nothing underneath it to
leave. If the text had been on its own layer then you could have hidden the
text and added new text without affecting the background layer But my bet is
you are starting with a single layer raster image from a jpg or such

OK, that is clear. The English text is just pixels in the image.
There is nothing beneath to be revealed by erasing. Instead, you
need to *replace* those pixels with the Dutch text. The best way to
do that is to write the Dutch on a new layer as vector text, which
you can move, resize, or even re-type later, so long as you save the
file in PspImage format, which preserves the text layer.

Between the Dutch letters, some of the English letters in the
background layer will appear. You might paint over them with a solid
color, forming a rectangular background for the Dutch text. Or you
might use the Clone tool to copy bits of the cover from elsewhere,
covering the English.
