The installed shortcut points not to PSP 9, but to the MS Installer,
which detects something wrong, perhaps lack of adequate permissions
in this account, and tries to correct it by re-installing. The first
thing to try is creating your own shortcut by right-clicking Paint
Shop Pro.exe.

If the direct shortcut fails, then look into registry and folder
access permissions for this account.

Let the installer run with the installation CD in the drive. It won't
install a second copy, but it needs to create the user folders in the
guest user's My Documents folder, and a directory to store cache files
in the users Application Data folder... typically C:\Documents and
Settings\[User Name]\Application Data\Jasc Software Inc\Paint Shop Pro
9\Cache... as well as registry settings in HKEY_CURRENT_USER.
