Once you have created your first vector text string, which
automatically creates its own vector layer, that layer will be
selected in the layers palette. Because PSP has this vector
layer available, when you create your next text string it will be
placed on the existing vector layer.
The solution is, after creating the first vector text string,
highlight a raster layer in the layers palette. When you create
text again a new vector layer will be created. Or you can simple
create a new vector layer and lay down your second string on it.

So simple when you know how!

Another simple alternative:
Drag out the Object Selection Tool and place it in your Tools
toolbar (Edit, Customize, Commands, Tools, Object Selection).
Activate the tool then click on a text object, and it will be
selected. With the Object Selection Tool active, you can also click
on the object's name in the Layers Palette to select it. And,
finally, you can also drag a selection around one or more objects
with the Object Selection Tool.
I can see how 'move' may be associated with the Move Tool. But that
one moves a whole layer. I myself prefer the Object Selection Tool
above the Pick Tool.
