How do I do that (Subject) in PSP 7? Is there some Layer operation that
resizes the two smaller images into a layer that can be placed on the larger
image/layer?

Yes, there is. With all three images open, copy (Edit > Copy) one of
the 50 x 50 images to the clipboard. Click on the title bar of the
100 x 50 image to make it active, then Edit > Paste > As New Layer.
Move it into position with the Mover tool.

Repeat for the second 50 x 50 image.

Make the Layer palette visible (View > Toolbars > Layer Palette) to
see what is going on.

Images of the sizes you gave need no resizing to fit side by side.
Should you need to resize some day, select one of the layers in the
Layer palette and use the Deformation tool. Hold the Shift key while
you drag a corner handle to keep the shape while changing the size.
This tool also rotates and moves the layer.
