Picture Frame Only in Older Version?

| Years ago I used a picture frame in PSP (don't remember exactly which
version, but probably 8 or 9) to make the image at:
http://www.patrickcate.com/idisk/mainImage.jpg
I now have PSP X, but haven't been able to find the exact picture frame
I used before. Am I missing something? Does anyone know where I can get
this exact picture frame (maybe from a user with a prior PSP version.)
I appreciate any help.

Because PSPX is a Corel, not a Jasc, product, and ships with a
minimum of resources.
