Paint Shop Pro support - inactive tools in PSP9

I recently bought PSP9 - what lovely software.

I currently have a problem - in Selections>Modify ( and in
Selections>Matting) all the icons are greyed out.

I have made sure that the image which I wish to work on is in a Raster
layer. And still the tool I wish to use is greyed out/inactive.

I am now way an expert, I even find the PSP Help hard going. Please
would
someone advise where I am going wrong?

You have to have made an active selection on the image with the
selection tool (rectangle, freehand, etc) for the options to be
useable.
