I have the HP Scanjet 5400c and no PSP program is in the list to Scan
To either. I have a vague memory that it used to work with PSP 5, but,
have not managed to get it to work with PSP 8 or 9. Although I didn't
do it for that reason I have on several occasions done clean installs
of OS and re-installs of scanner software and PSP and even changed my
OS and on no occasion have I got that feature working with 8 or 9.
There is a button on the scanner software to rescan for programs it can
scan to, but, it misses PSP 8 and 9 every time. If however I use PSP
to select the scanner software then scan with the software I can then
send it to PSP (Return to PSP) which is just as good as I would need
PSP up and running anyway.
No idea why this should be, presume it's just a quirk of HP.

The XXXXX of it is that it used to work fine in PSP7. If I can find the
prog in the pile left over since we moved I'll re-install. The stupid HP
software saves the scan as a .jpg instead of a lossless format like .psp
or .bmp.
I can do the scan from PSP but it just shows up as a black image.

I'm not sure if it the same with you, but, I have two options for
importing via twain. One uses the scanner, but, is controlled with PSP
software giving me limited control over dpi, brightness etc., the other
uses the scanner's software giving me much greater control over the
scanning. The latter also allows me to choose the format I want to
save in. Check out File > Import > TWAIN > Select Source which should
give you the choice between your scanner and your scanner's software
and see if choosing the alternative to what is now selected helps.
